About Statskontoret
Statskontoret is the Agency for Financial and Public Management and responsible for an efficient central government administration and sound management of public funds. The activities largely consist of ongoing tasks defined in the agency’s instruction. Our areas of responsibilities include informing, advising, counselling, and supporting central government agencies in various ways. We achieve this through a close co-operation with the Government Offices and other agencies.
On January 1, 2026, Statskontoret was incorporated into the Swedish National Financial Management Authority (Ekonomistyrningsverket), which at the same time changed its name to Statskontoret. The responsibilities of the two former agencies remain largely unchanged, but in the newly merged agency’s updated instruction, the government has strengthened the task of providing basis for decisions for the government reassessment and efficiency improvements.
Investigating and monitoring the Central Government operations and costs
Statskontoret conducts studies and surveys, perform evaluations and follow-ups of the Central Government operations, costs and public administration. These activities can be initiated by assignments from the Government, but also according to our own intiative if needed. We analyse the governance of the agencies and their operations from an efficiency perspective. Based on these analyses the Government can reassess and improve activities, and also develop public administration policy.
Developing economic governance and reporting
The main part of Statskontoret’s tasks include: developing regulations regarding government accounting, financing, reporting, internal governance and control, and internal auditing. We provide support to other agencies in these areas, including advisory services and training. Furthermore, we offer guidance to government agencies, committees, and special investigators who must comply with the Regulation (2024:183) on impact assessments.
We are also responsible for continually maintaining and developing Hermes, the Central Government financial reporting system. Hermes is used by the agencies to regularly report their financial outcomes and submit forecasts. With this information, we report on a monthly basis the outcomes of the Central Government budget. We also provide the relevant data and documentation for the Government’s annual report of the Central Government operations to the Parliament.
Statskontoret collects and provides information every quarter on the Government property management and is also responsible for regulations in this area. We produce forecasts for the Central Government budget and public finances, as well as analyse the fulfilment of fiscal policy targets.
Promoting good administrative culture and preventing corruption within the state
Statskontoret contributes to and co-ordinates efforts to strengthen a good administrative culture and prevent corruption within the Central Government agencies. We do this by spreading knowledge and information and by organising workshops and seminars. We also collaborate with other agencies and lead a network against corruption. The focus of this promotional work is on the importance of leadership and the role of public employees..
Sweden's national audit authority for EU funds
Statskontoret audits the management of EU funds and promotes their efficient and correct use. We ensure that the funds have been allocated to the right activities and used in the correct manner. This mission is carried out in accordance with EU rules and regulations.
