Organisation

Statskontoret – Agency for Financial and Public Management – is led by a Director-General. The agency is organised in the departments of Financial and Public Management, Outcome and Forecasts, IT and Government Budget system, and Audit of EU Funds.

The agency is an administrative entity under the Swedish Ministry of Finance. The Director-General, Mr Clas Olsson, is responsible for the operations and reports to the Government. The agency has also a Deputy Director-General, Mr Bob Pernodd.

The organisation comprises four departments and four support units. The management team consists of the Director-General, Deputy Director-General, and the four Head of Departments.

Department of Financial and Public Management

The department is responsible for the agency’s overall tasks regarding the development of an effective and efficient Central Government administration and management. The department also supports the Government regarding the review and efficiency of Central Government activities. 

Other important areas of operations include: developing regulations regarding accounting, financing, reporting, internal governance and control, and internal auditing. The department provides support to other agencies in these areas, including advisory services and training. Furthermore, the department offers guidance to other agencies, committees, and special investigators who must comply with a Central Government regulation on impact assessments.

The department is also responsible for promoting the effort regarding good administrative culture and anti-corruption in the Central Government sector. Guidance to other agencies and committees in these areas is also provided. The department is furthermore invested in various investigations and evaluations, and also initiates follow-ups regarding activities that are government funded. 

Head of Dept is Mr Peter Kvist.

Department of Audit of EU Funds 

The department is assigned as the Swedish National Audit Authority for the EU funds in Sweden. Even though the European Commission has the overall responsibility, Sweden is responsible to oversee that the funds are used efficiently and for the correct purposes. This means that the department carries out inspections and audits of the management of the EU funds. The department ensures that the funds have been allocated to the right activities and used in the correct manner. This mission is carried out in accordance with EU rules and regulations.

Head of Dept is Ms Ulrika Bergelv.

Department of IT and Government Budget system 

The department’s areas of responsibilities include managing, developing, providing support and training in the Central Government Budget system called Hermes. The system provides information that is used in the processes of forecasts and analyses regarding the Central Government financial developments and the budget process. The department is also responsible for the IT support for the employees at Statskontoret.

Department of Outcome and Forecasts 

The department’s areas of responsibilities include providing support and underlying documentation for the Government’s annual report. Also regularly making forecasts regarding the Central Government budget, the public finances and the government’s financial savings. The department evaluates and audits the budget goals on a monthly basis. The department also collects and provides information regarding the Government offices (premises) supply issues/needs. In this task, providing supporting documents regarding price conversion of the allocation bases as well as giving opinions on lease agreements which must be approved by the Government. 

Head of Dept is Mr Bo Stoltz.

The Financial Unit 

The unit is responsible for several of the support processes at the agency. The unit organises matters regarding the agency’s finances, controller activities, and online orders and purchases, as well as being responsible for internal management and control. The unit also has a responsibility for the intergovernmental operational management.

Unit Manager is Ms Ewa Wallestam.

The Human Resources Unit

The unit provides strategic support for both the employees, as well as all managers, and the management team regarding all HR-related issues. The unit is also responsible for the entire working environment, supporting the labour laws, salaries and wages, recruitment, and the continuous supply of relevant skills and competencies needed for all the departments operations.

Unit Manager is Ms Elizabeth Neu Morén.

The Legal Entity Unit

The unit is responsible for all matters regarding legal governance and cross-agency legal issues. It provides support in the procurement process, as well as to the registry and archive teams. It also has a responsibility for the agency’s set of internal rules, regulations and general advice.

Unit Manager is Ms Anna Ahlgren.

The Communication and Training Unit

The unit is responsible for planning and developing the agency’s communications and relevant channels. The unit also coordinates external training function which has a focus on other agencies, and invite international visitors. 

Unit Manager is Ms Christina Cronsioe.
